Does this unit use purely gas or does it have electrical specs?

It depends whether you would like the convection option. The standard oven will operate on LP or natural gas alone, while a convection oven will require a plug for the convection fan.

can this be converted from natural case to propane?

In the Vulcan Ovens, what are the deferences between 36-S-6B & V36 ??

The 36-S-6B is from the Endurance line which comes with extra features not included in the Value Series (V36). For instance, you'll get a flash tube pilot system which will increase your efficiency. You'll also get the heavy duty cast grates which include an extra 2 1/2" in the rear to more comfortably fit stock pots. Both are great options, but the Endurance line is the more full featured unit. I'd recommend pulling up each specification sheet to get a better overview of the differences.
